Holy Boldness is a plan for the transformation of urban congregations and communities. The concept of Holy Boldness was adopted by the 1996 General Conference as a strategy to develop urban ministry. It organizes people, churches, organizations and resources to impact local urban ministry. Seven goals are: Develop a firm theological understanding and commitment, Strengthen the church's urban evangelism ministry, Work toward eradicating racism, Develop urban communities economically, Organize multi-cultural relationships, Strengthen urban leadership, Create healthy communities.
